In September 2014, our company won the bidding of the third party operation projects of the key pollution source automatic monitored equipment of Qingdao, which includes the construction and operation of water quality and smoke online monitoring systems, 114 enterprises were involved.
This project needs investment to construct newly installed automatic monitoring control equipment to pollution source, which includes automatic monitor and flowmeter. During the service period from 2014 to 2020, it is responsible for the operation and maintenance of pollution source automatic monitoring equipment in its bidding area and maintenance of supporting facility of monitoring station in its operation area.
Tenderer and pollution discharge enterprise shall choose professional asset assessment institution from purchasing supplier of Qingdao government at the same level. For qualified online monitoring equipment at pollution source, assets appraisal shall be conducted and the automatic monitoring equipment shall be transferred by pollutant discharging unit with compensation according to evaluation prices. Our company is responsible for the operation and maintenance of transferred pollution source online monitoring equipment until the expiry of service.
Pollution source online monitoring equipment that exceeds 6 years services and needs to be replaced shall be constructed and financed by our company. According to water quality and smoke online monitoring system development schemes, monitoring stations that need to be obsoleted shall be upgraded and rebuilt, at the same time, newly installed pollution source online monitoring equipment shall be maintained and repaired until the expiry of service.
Pollution source online monitoring equipment (passed inspection) not exceeding 6 years shall be accepted. During the operation and maintenance, pollution source monitoring equipment exceeding 6 years or time limit for measuring and testing shall be replaced. Our company provides renewal cost and possess its ownership. Pollution discharge enterprise should pay operation service fee to our company annually at fixed period.
